This topic has been discussed earlier: the upload and download speeds seems to be pretty low.
At first sight part of the issue is that the app connects to the digital ocean server instead of downloading/ uploading directly from amazon S3
Please test and investigate with the web developer to implement the proper routing for upload and downloads, as well as possible optimizations by using multiple servers etc.
